Residencia Temporal, Residencia Permanente and citizenship of Paraguay: how they differ
19.10.2026
In brief: Residencia Temporal is granted for 2 years (+2 upon renewal), Residencia Permanente is a cédula for 10 years, and citizenship is available after 3 years of Residencia Permanente. Each step removes some of the restrictions of the previous one and brings you closer to a passport.
The immigrant's path in Paraguay consists of three consecutive statuses. They differ in duration, maintenance conditions, and what they provide.
Comparison of statuses
| Parameter | Residencia Temporal | Permanent residence (Residencia Permanente) | Citizenship |
|---|---|---|---|
| Term | 2 years, renewable once for another 2 years | Cédula for 10 years | Paraguayan passport; multiple citizenship — only through an international treaty (Art. 149 of the Constitution) |
| How to obtain | Submit documents in person to the migration service | After 2 years with Residencia Temporal or through SUACE investments (from $70 000) | After 3 years with Residencia Permanente status |
| How long it takes | Usually 2–3 months | The application is submitted 90 days before the expiration of Residencia Temporal | The case is reviewed by a court |
| How to maintain | Continuous residence is not required | One visit every three years | — |
Residencia Temporal
The first resident status. It does not require continuous residence and serves as preparation for permanent residence (Residencia Permanente). More details in the article about documents for temporary residence (Residencia Temporal).
Permanent residence (Residencia Permanente)
A Residencia Permanente holder receives a Cédula valid for 10 years immediately and no longer depends on the terms of temporary status. There are two paths:
- standard — submit an application after 2 years with Residencia Temporal;
- accelerated — through the SUACE investment program: an investment in a local business project of $70 000 opens Residencia Permanente directly, without an intermediate Residencia Temporal.
A Residencia Permanente holder has access to free healthcare, schools, and official employment.
Citizenship (naturalization)
An application can be submitted when the Residencia Permanente status has been valid for at least three years. They check for the absence of serious criminal records and international wanted status, as well as a real connection to the country — legal stay, business, or family. Unlike Residencia Temporal and Residencia Permanente, the case is ultimately reviewed by a court.
A Paraguayan passport provides visa-free or simplified entry to more than 140 countries. Retaining your previous citizenship will not be possible for everyone: the Constitution allows multiple citizenship only through an international treaty (Art. 149); such a treaty exists, in particular, with Spain. Check this for your country before applying.
