Documents depend on citizenship: citizens of Brazil, Argentina, Uruguay, Bolivia, Chile, Peru, Colombia, and Ecuador have access to the simplified Mercosur scheme, while others follow the general procedure. Select a country — the page contains information in its language: which certificates are required, how to apostille them, which documents are needed based on the type of activity, where to go, and how much it costs.
According to Ley 6984/2022, to maintain Residencia Temporal, it is sufficient not to be absent from the country for more than 3 consecutive years (it is recommended to visit Paraguay at least once a year). There is no requirement for a permanent physical presence of 183 days if your goal is the status and a tax ID.
The Cédula is the main national identity document of Paraguay. It is issued by the National Police after the Residencia Temporal is approved and allows you to open bank accounts, obtain a RUC tax number, and register vehicles and real estate.
The Paraguayan tax code establishes the principle of territoriality. Only income physically sourced within Paraguay is subject to taxation. Foreign dividends, stock/crypto trading, and remote contracts are legally exempt from income tax (0%).
The standard route consists of three steps: temporary residence (Residencia Temporal) for 2 years, then permanent residence (Residencia Permanente), and after 3 years with permanent residence — the opportunity to apply for citizenship (naturalization).
This must be clarified before applying. The Constitution of Paraguay allows multiple citizenship only through an international treaty (Art. 149); such a treaty exists, in particular, with Spain. For other countries, naturalization rules are interpreted ambiguously — consult with a lawyer.
