Cédula in Paraguay: what it is and why it is needed

19.10.2026

In brief: The Cédula (Cédula de Identidad) is the main national identity document of Paraguay. It is issued after the approval of Residencia Temporal, and it is with this document that a foreigner opens an account, obtains a tax ID (RUC), and registers a vehicle and real estate.

For a foreigner, the Cédula is the key document after obtaining Residencia Temporal. In fact, it is what turns legal status into everyday opportunities.

How it is obtained

The Cédula is issued by the National Police after the Residencia Temporal is approved. This is the final step of the process: first, the document package is submitted to the migration service, then, after the decision on the case, the Cédula is processed.

Why is it needed

With a Cédula you can:

  • open bank accounts;
  • obtain a tax ID (RUC);
  • register a vehicle and real estate;
  • work and rent housing.

Validity period for a permanent resident

A Residencia Permanente holder receives a Cédula valid for 10 years immediately and only changes it earlier if the expiration date has passed or data has changed.

Where to start

Start with the documents prepared at home: international passport, police clearance certificate, and birth certificate — all with an apostille where required. A detailed list can be found in the article 'What documents are needed for Residencia Temporal in Paraguay'.
