Residencia Temporal — where legalization begins

The first status that almost everyone who moves to Paraguay receives is Residencia Temporal, issued for two years. It does not require continuous residence in the country and serves as a preparatory stage before permanent residence (Residencia Permanente).

Three documents that you need to bring with you

The remaining certificates are collected in Paraguay, but these three must be prepared in advance in your home country:

International passport

With a validity period of at least 6 months from the date of entry.

Certificate of no criminal record

With an apostille, valid for 3 months from the date of issue.

Birth certificate

Original or current duplicate, also with an apostille.

Important nuance: the migration office only accepts translations made by a certified translator within Paraguay — a translation done at home will not be accepted.

What the process consists of

1
Collect documents at home and fly to Paraguay

The application is submitted only in person; it is not possible to obtain Residencia Temporal remotely.

2
Translate documents into Spanish locally

In parallel, you collect the certificates that are needed locally.

3
Submit the package to the migration service

The case is reviewed individually — an officer examines the documents and makes a decision.

4
Obtain a Cédula

Local identity document — with it, you can already open an account, work, and rent housing.

What comes after Residencia Temporal?

You can apply for permanent status 90 days before the current one expires.
